Parental involvement

Might I suggest letting the youth know in advance that if an individual or clic of children refuse to pay attention and participate...that instead of putting the child out of the class...you might first say..."I'd hate to do this but the next one who exhibits this behaviour will force me to go and get your parent and explain the problem to them and ask them to sit in on a class session. They are generally more motivated and disturbed by this prospect than just being sent out of the room.
